For access to the LTZ all vehicles require special authorizations, some categories of people or companies are allowed to access and park in these areas.

Categories authorizedto transit LTZ without permits with accreditation
All mopeds and motorcycles can transit in the LTZbut not in the limitated traffic area.
In the preferential lanes only mopeds with a capacity not exceeding 50cc are allowed
- Rescue, police and emergency vehicles
- Tow truck for the removal of unauthorized vehicles in these areas
- Hearts in honor service
- Parma Car Sharing vehicles
- Vehicles used for the public transport service
- Vehicles for street cleaning and waste collection
- Operating means for the time strictly necessary for their use for repairs of infrastructures, networks or public service systems located there
- Vehicles used for the transport of valuables to banks located there
- Taxis and cars with NCC concession
- Vehicles of hotels customers located in the LTZ (exclusively for baggage transshipment operations)
- Vehicles identifiable by the particular color or by a specific logo in the name of the following companies and companies providing public utility services / Enia, BT Enia, Infomobility, Ad Personam, IRAIA, UniPR, Fondazione Teatro Regio, Teatro Regio, Azienda Ospedaliera, ARPAE, ACER, TEP, It-City, SMTP, AUSL, Poste Italiane, Municipality and Province of Parma, Iren, Ireti, Regione Emilia Romagna, Parma Infrastrutture, Ade, Aipo, Rai, Telecom Italia.

Only people with a specific permit can access: Residents, non-residents with parking spaces. Companies and artisans for maintenance work and owners of activities for loading and unloading goods are allowed:every day 9:00 - 10.30 / 15:00 - 15.30 (to access out the allowed hours it is necessary to ask for a special permit to the Local Police). Vehicles for goods delivering with Ecologistics characteristics are allowed:every day 7:00 - 10.30 / 15.00 - 15.30 The access with temporary LTZ - tickets to the limitated traffic area is possible only with an authorization issued by the Local Police and Infomobility.
The access without permission, after accreditation, is possible only for:police and emergency vehicles, tow trucks for the removal of unauthorized vehicles, hearses in service of honors, Parma Car Sharing and AllWays vehicles, vehicles used for the public transport service, vehicles for street cleaning and waste collection, vehicles for repairing infrastructures, networks or public service systems located there, vehicles for valuables transport, taxis and cars with NCC concession, vehicles of hotel customers (only for luggage transports), vehicles identified by specific color or logo of public utility services companies.
