The new mobility reform has as its objective the quality of life of Parmesans: we must imagine Parma as a vast Green Area characterised by gentle mobility and better liveability of its streets and centre. It is an innovative project born thanks also to the numerous requests of Parmesans, and over time it will see the light of day, making Parma one of Italy's leading cities in terms of environmental sustainability and mobility.

In the area inside the bypasses, there aretransit corridors for access to the main car parks,interchange nodes and functional polarities of the city.The city's transport corridors will be provided;Transit corridors will also be provided associatedwith the use of electronic parking and transit permits with TAGs currently in use.

MOVE-IN

As of 1 January 2023, the Move-in (Polluting Vehicle Monitoring) service will be active, allowing owners of vehicles subject to traffic restrictions to request a mileage exemption to the bans in force in the Emilia-Romagna Region, which can be monitored through a black box installed on the vehicle. The system is not valid during ecological Sundays and days when emergency measures apply.

Traffic restrictions

* EMERGENCY MEASURES, within the period of activation of the ordinary traffic restrictions (01/10/2022-31/04/2023), to reinforce the ordinary measures, when acute pollution episodes occur, if the air quality forecasts, formulated by Arpae on the basis of its integrated meteorological and air quality assessment and forecasting modelling system, indicate the likelihood of exceeding the PM10 daily limit value for three days from the control day - set on Monday, Wednesday and Friday -, starting from the day following ARPAE's communication, i.e. Tuesday, Thursday or Saturday and up to and including the next control day, are to be applied.

On 1 March, the ‘Energy Decree’ was published in the Official Gazette, i.e. the government's measure that provides for the release in 2022 of the of EUR 700 million in incentives for the purchase of new cars and confirms the multiannual resources for the period 2023-2030, amounting to EUR 1 billion per year. The funds will be used to promote the green transition, to reduce environmentally harmful emissions, technological development and research, and to renew the car fleet.
